Maritime Safety Assistance - Rostock-Warnemünde (2006 - 2009)

Research-Industry-Cluster


Rostock's research-industry-cluster Maritime Safety Assistance is entering its second growth period, with an advanced innovation concept and an extended kernel of partners. Common objective is the development and marketing of assistance systems for sea transport safety. By this a further step shall be done to establish Rostock as a recognised region for problem solving in ship's safety.

The target groups in shipping, port operation and maritime education will be benefiting by a significant improvement of the "human factor", which is widely recognised as the major cause of accidents at sea.

The outstanding strengths of Rostock's alliance are their complementary knowledge and technology resources for safeguarding sea transport processes. These are providing an excellent platform for the development of system solutions, combining personnel, technological and management-related safety factors, and opening the view at the complex process causalities along the sea transport chain.

Safe sea transport needs competent crews, reliable ships and an effective interaction in operation management.


Objectives


The refined R&D program of the alliance, targeted until 2010, has an overall budget of about 6 million Euro, and will be complemented by a co-ordinated marketing and promotion initiative. Topmost objective of the research and development activities is the achievement of technological leadership with assistance systems for key problems of safety shipping, in particular

  • integrated ship & fleet management systems, including condition-based maintenance and an IMO support package,
  • integrated maritime e-services platform, establishing a maritime e-campus & tele-consulting centre in Rostock-Warnemünde,
  • advanced technologies for automated fire control and for manoeuvring under harsh conditions.


Until 2014 Maritime Safety Assistance is targeting solid positions in its international maritime key markets:

  • market leadership with quality shipping systems and services for European shipping companies,
  • Rostock as a leading European centre for maritime remote support, with strong positions in the future market Asia,
  • knowledge-intensive special solutions for situation-based nautical assistance and automated hazard control for German and European shipbuilding.


Business objectives of the industry partners are a 1,5 to 1,7 times higher value added and a 2,5 times higher profit until 2014. These targets shall be supported by about 90 new jobs, with about 20 of these in R&D.

The planned developments will also lay foundations for the promotion of new key technologies from the Rostock region, particularly in the fields of maritime mechatronics and life time services for ships. The e-services platform will establish the core of an integrated business system of the Maritime Safety Assistance, its customers and strategic partners.


Projects


The innovation strategy will be implemented by 8 interconnected projects, 3 of these are direct research-industry co-operations:

  • Planning system for the optimization of complete maritime transport chains
  • Condition-based ship manoeuvre assistance
  • Tele-diagnostic and tele-information system for ship propulsion plants
  • Integrated maintenance management system for ships
  • Maritime training and consulting platform
  • Intelligent shipboard hazard monitoring and control system
  • Shipboard environmental and waste control system
  • Integrated safety and security management support system


By a stepwise integration of project results, system platforms for maritime assistance will be developed. Two co-ordinating groups are pushing the interoperability of platform technologies in the web-services and process simulation application fields.

The alliance is guided by a management board of the partners. Besides the co-ordination of the R&D activities, the board is responsible for the strategic marketing of the Maritime Safety Assistance, including the acquisition of strategic partnerships.


Partners


The now 11 partners of Rostock's industry and science cluster combine unique know-how along the complete sea transport chain. Complementary competencies enable a systematic approach to the complex problem ship's safety, with conclusive solutions for planning and engineering, maritime education and training, operation and management as well as damage control and emergency response. The technological platform is a sophisticated and patented telematic system, specialized for marine use in onboard, port and vessel traffic applications.
